Keep yourself safe first. Stay on public land or your own property, do not touch or try to sample anything you cannot identify, and do not confront the people involved.
Write down the date and time, the exact location (an address, cross streets, or a dropped pin), what you saw, smelled, or heard, and how long it went on. Take photos or video with a landmark or something for scale in the frame, and leave the timestamp and location data on. Note license plates, company names on trucks or equipment, and any permit signs nearby.
Report as soon as you can, keep your original photos and notes, and expect that you may not hear back. Several agencies say outright that they do not send updates, which does not mean nothing happened.
EcoWitness is not a government agency and does not investigate reports. It points you to the agencies that do. Information checked November 2026.
